Police: University of Del. student, arrested with gun, planned attack on school

A Wilmington, Del. man has been arrested after, police claim, he was found with a firearm, over 100 rounds of ammunition, an armored ballistic plate and a notebook with outlines for a potential attack on law enforcement officers at the University of Delaware during a traffic stop last week.

According to police, 25-year-old Luqmaan Khan, of Wilmington, Del., was arrested and charged with possessing a machine gun and related offenses following a traffic stop that happened at about 11:47 p.m. on Monday, Nov. 24, 2025.

At that time, officials said, police initiated a traffic stop after Khan was, allegedly found operating a white Toyota Tacoma in Canby Park West after hours.

During the stop, officers ordered Khan out of the vehicle, but, police said, he refused and subsequently resisted arrest before he was eventually taken into custody.

In an investigation into the vehicle, police said, officers discovered a loaded .357 Glock handgun with 27 rounds of ammunition, along with three additional fully loaded 27-round magazines. Police also found ammunition for a 9mm handgun along with an armored ballistic plate in the vehicle, officials said.

Beyond this hardware, police claim that the officers also discovered a notebook in the vehicle that included handwritten details of additional weapons and ammunition and how they could be used in an attack.

Police also claim this notebook included information on how someone could hide from law enforcement following such an attack.

More specifically, police claim, the notebook found in Khan’s vehicle allegedly referenced a member of the University of Delaware Police Department by name and included a layout of a building with entry and exit points marked.

The map was labeled “UD Police Station,” officials claim.

On Tuesday, Nov. 25, 2025, police said that investigators executed a search warrant at Khan’s Wilmington home where they allegedly recovered a Glock 9mm handgun that was equipped with an illegal machine gun conversion device and hollow-point ammunition along with a .556 rifle with a scope and red dot laser sight.

In the home, officials said, investigators also recovered more ammunition and a two-plate tactical ballistic vest along with one ballistic plate.

On social media, on Tuesday, law enforcement officials posted an image of some of the weapons and ammunition that, police say, they recovered from Khan’s home.

In a letter released following Khan’s arrest, Laura Carlson, interim president of the University of Delaware said he was an undergraduate student at the school.

“The University has temporarily separated the student from the University, including a ban from all UD campuses while legal matters are being resolved,” wrote Carlson noting that police sent out details of Khan’s arrest in a press release. “We have been working closely with law enforcement throughout this matter and are sharing this information with you now that we have been cleared to do so. There are no known or immediate threats to the University of Delaware community. However, the press release describes evidence of a plan that targeted the University of Delaware Police Department (UDPD). This is frightening to all of us.”

In a morning update, officials said Khan has been charged with resisting arrest, carrying a concealed deadly weapon, weapon violations and related offenses.

Officials said that Khan was arraigned and committed in lieu of $107,200 cash bail and has been turned over to the Federal Bureau of Investigation for potential additional criminal charges.
