Man wanted for alleged home improvement fraud in Delaware

A man is wanted after telling residents he was a home improvement contractor, taking their money and not finishing the assigned work in Delaware, according to the New Castle County Police Department.

In December of 2025, Maryland native Richard Kirchner, 58, approached several Wilmington residents in local hardware stores and told them that he was a contractor who could help them with their home improvement projects, officials said.

Then, on Jan. 14, officers were called to South Topelo Turn in the Pepper Ridge Townhouse community of Wilmington, Delaware, where residents said that Kirchner allegedly took money for projects but never finished the work, police said.

Kirchner is facing home improvement fraud and criminal impersonation charges, according to police.
