Suspect in $20 million fraud ring operating in 45 states arrested in Florida: deputies

VOLUSIA COUNTY, Fla. (WFLA) — A suspect connected to a $20 million fraud ring is in custody after turning himself in on Friday, according to the Volusia County Sheriff’s Office.

In a post on social media, the sheriff’s office said that a man from Staten Island, New York, identified as Hai Liu, turned himself into the Volusia County Branch Jail after detectives ID’d him in a scam that cost a Deltona woman $12,000.

They said that the victim was contacted by a fake “Apple Support” tech, which led to her purchasing $12K in Lowe’s gift cards.

Detectives reported that Liu was later caught on camera using the gift cards at a Lowe’s in Brooklyn.

In cooperation with Lowe’s and New York law enforcement, detectives were able to positively ID Liu and got a warrant charging him with grand theft and organized scheme to defraud.

The Volusia County Sheriff’s Office said that Liu is one of seven suspects charged in the $20 million fraud ring that has successfully targeted over 1,800 individuals in 45 states.

After being released from jail in New York, Liu turned himself in on his charges in Volusia.

Bodycam video of his arrest was posted to the Volusia County Sheriff’s Office Facebook page, in which he is seen handing the officer his ID before being placed in handcuffs.

He remains in custody with a $65,000 bond.
