Ground breaks on affordable housing for low-income, veterans in Pacific Beach

SAN DIEGO (FOX 5/KUSI) — A new affordable housing development is officially underway in Pacific Beach, as officials broke ground this week on Rose Creek Village, a 59-unit apartment complex designed to serve low-income individuals and veterans experiencing homelessness.

Located just two miles from the beach and a mile from a major transit center, Rose Creek Village is being hailed as a model for addressing San Diego’s housing crisis through smart, community-focused development.

“Projects this extraordinary only happen when we come together as a community and work together to get this done,” said San Diego Mayor Todd Gloria. “I think this is really exciting, and it’s a template for what we ought to be doing more of in our community.”

The new complex will feature studio apartments affordable to residents earning up to 60% of the area median income — currently $69,480 for a single-person household. One unit will be reserved for an on-site property manager.

Eighteen of the apartments will be set aside specifically for veterans experiencing homelessness, supported through Veterans Affairs Supportive Housing (VASH) vouchers. In total, the San Diego Housing Commission (SDHC) awarded 47 rental vouchers to support residents at Rose Creek Village.

The property is located in what the State of California designates a “high-resource” area, meaning it offers strong access to jobs, schools, healthcare, and transportation — all key factors in long-term housing stability.

“We felt strongly that this was a community that needed housing,” said John Wurster, SDCHC’s senior vice president of development. “I think when this is built, not just the people in this room who are real believers and easy to convince, but the public is going to see what a community good and benefit that this project is going to be.”

Rose Creek Village is being built near the Rose Creek walking and biking trail and is within walking distance of grocery stores, schools, restaurants, and parks. It is also well connected to public transit, with three MTS bus stops and the Balboa Avenue Transit Center within a mile.

Additionally, residents won’t just get a roof over their heads — they will also receive services aimed at helping them thrive. The Hope Through Housing Foundation will offer a wide array of on-site programs, including:

  • Financial literacy and homebuyer education
  • Resume building and job readiness training
  • ESL and GED classes
  • Nutrition, health, and parenting education
  • Art, exercise, and wellness programs
  • On-site food cultivation and cooking classes

Once completed, Rose Creek Village will remain affordable for 55 years, ensuring that generations of low-income San Diegans and veterans have access to stable housing in a popular neighborhood.
